Crypto App Google Ads Policy: Certification, Licenses, and How to Apply (2026)

Google Ads allows ads for crypto apps only in specific categories and only after certification. Cryptocurrency exchanges, software wallets, and hardware wallets need Google certification plus a valid local license in every country you target; US coin trusts have their own certification. Some crypto-related products need no certification, and several are not allowed at all.

This guide summarizes the Google Ads "Cryptocurrencies and related products" policy as published in the Advertising Policies Help Center, with the 2025–2026 updates. Policies change often, so treat the official page as the final source before you launch.

For a crypto app, the first question is which bucket the app's core function falls into. An exchange or custodial wallet app is restricted. A portfolio tax tool may not be. A lending feature inside an otherwise eligible app can change the answer.

Certification requirements by product type

Exchanges and software wallets. The advertiser must be certified by Google, comply with local laws, and hold the license or registration required in each targeted country. If a country is not on Google's list of eligible locations, these products cannot be advertised there.

Hardware wallets. Devices designed to hold private keys for crypto assets require certification too. In the September 2025 Argentina update, Google specified that hardware wallet ads are allowed where the product does not offer additional services such as buying, selling, exchanging, or trading assets.

Cryptocurrency coin trusts. This category applies to the United States only and requires registration under Section 12 of the Exchange Act (Form 10-12G) in addition to Google certification.

Licensing requirements in key markets

The policy lists country-specific requirements. A selection:

  • United States: registered with FinCEN as a Money Services Business and with at least one state as a money transmitter, or a federal or state chartered bank.
  • European Economic Area: authorized as a Crypto-Asset Service Provider (CASP) under the Markets in Crypto-Assets (MiCA) regulation. Google's August 2026 update extended eligibility for exchanges, software wallets, and hardware wallets to Iceland, Liechtenstein, and Norway on the same MiCA basis.
  • United Kingdom: registered with the Financial Conduct Authority (FCA).
  • Japan: registered with the Financial Services Agency as a crypto asset exchange service provider.
  • Canada: registered with FINTRAC as a money services business.
  • Argentina: listed in the Registry of Virtual Asset Service Providers (VASP), per the September 2025 update.

The policy also names specific requirements for Bahrain, Hong Kong, Indonesia, Israel, the Philippines, South Africa, South Korea, Switzerland, Thailand, and the UAE. Google states that advertisers are responsible for researching local regulations themselves; the list is a floor, not legal advice.

Does the policy apply to app promotion?

Yes. Google Ads policies apply to what is being promoted, not to the campaign format. An App campaign driving installs of an exchange app falls under the same restriction as a Search ad for the exchange's website, and the ad destination (the store listing or landing page) must be consistent with the certified business.

The app stores add their own layer on top:

  • Google Play requires crypto exchange and software wallet apps to be declared in the Financial Features Declaration under App content, to be published from an organization developer account, and to provide proof of licensing for jurisdictions on Play's list. Non-custodial wallets are out of scope of that specific policy.
  • Apple's App Store Review Guidelines (3.1.5) allow wallet apps from developers enrolled as an organization, and exchange apps only in countries or regions where the app has the appropriate licensing.

How to apply for Google Ads crypto certification

Google moved crypto certifications into the Google Ads interface in May 2026. Applications through the Help Center forms are no longer supported from June 2026.

  1. Confirm eligibility first. Check that your product type is in a restricted-but-allowed category and that every country you plan to target is on the eligible list.
  2. Gather licensing documents for each target country, issued to the same legal entity that owns the Google Ads account.
  3. Open the certification flow in your Google Ads account under Admin > Policy > Account > Apply for certification, and choose the matching certification: exchanges and software wallets, hardware wallets, or coin trust.
  4. Keep ads, landing pages, and the app listing consistent with the certified entity and the targeted countries.
  5. Wait for the decision before launching. Existing certifications and pending applications were not affected by the May 2026 change.

Certification makes an advertiser eligible; it does not approve individual ads. Each ad is still reviewed against the policy and the rest of Google's advertising policies.

Enforcement: what happens on a violation

Google states that violations of this policy do not lead to immediate account suspension without prior warning; a warning is issued at least 7 days before any suspension. Use that window to correct targeting, remove ineligible products from ads and destinations, or complete certification.

Keeping a crypto app campaign compliant

  • Map every feature in the app to a policy bucket, including features you do not advertise, because the destination is part of the review.
  • Target only countries where you hold the listed license, and update targeting when licenses change.
  • Re-check the policy page and its update log before each major launch; 2025 and 2026 each brought country-level changes.
  • If the product mixes allowed and not-allowed features, get legal review before advertising rather than after a warning.
